This paper outlines why Canadian Occupational Health and Safety Policy (specifically "Bill 70" passed in 1978) was ineffective at preventing health and safety violations from occurring at a local industrial manufacturer in the city of Peterborough, Ontario between the late 1970s and mid-1980s. It begins with a review of the current literature regarding the history of OHS Policy and its impact in Ontario.
