Three Dorothies: Women, Car Culture and the Impacts of War in the Gendering of the Automobile 1908-1921

Abstract:

An interesting question arises upon viewing the 1939 film, The Wizard of Oz (MGM). The main character Dorothy Gale faces a long arduous journey on foot. Why did she not have a car? Women had formed strong associations with the automobile in its early years, yet they appeared to have weaker associations with the automobile a few decades later. A look back to three other "Dorothies" from the World War I era demonstrates the evolution of women's associations with the early automobile, and how war impacted them. In the pre-World War I years, women drivers appeared in film, while Dorothy Levitt wrote columns for other women on how to drive and repair a car and many other women invented safety technologies for automobiles. During World War I, the pinnacle of recognition for women's driving emerged with the woman ambulance drivers on the front lines. Dorothie Feilding was one of the first women to arrive in Belgium to drive ambulances, often while under fire. Feilding and many women like her were given war medals for their service, and their bravery was touted in newspapers. However, once the war ended, their accomplishments would be erased and ignored. In the post-World War I years, Dorothée Pullinger's experience as CEO of the Galloway factory illustrate how ideas of masculinity and femininity. promoted by governments after the war, impacted women. The Galloway factory in Tongland Scotland, was staffed by women engineers and workers. After World War I ended, these women were pushed out of their jobs. War-induced disability and its economic costs to governments were at the heart of gender inequities and served to displace women from automobile technology. Policies such as Britain's "Restoration of Pre-War Practices Act" set the stage for a script that constructed women's jobs as expendable and marketed ideas of the disabled soldier needing to "re-gain his manliness" by re-entering the labour force at women's expense. As a result, the state imbued a new relational, gendered analytic onto automobile use and production that remains with western society today. Pursuing Different Policy Paths in Long-Term Care: Manitoba, Ontario and the Politics of Commercialization

Abstract:

Because federal funding for long-term care was not included as part of Canada's publicly-funded universal health care system, provincial governments have been free to determine how much, or how little, they will rely on the for-profit sector to meet the long-term care needs of their senior populations. The proportion of beds in the for-profit sector differs in each province, demonstrating that policy approaches to this type of care have developed according to distinct provincial political contexts. In this dissertation I explain why governments in two provinces, Manitoba and Ontario, have come to rely on the proprietary sector to markedly different degrees. While in the federation Manitoba stands out for its restrained reliance on this form of care, Ontario stands out for its exceptional dependence on commercial provision. In the chapters that follow I employ an historical institutionalist framework of analysis to explain why these neighbouring provinces initially pursued different policy paths in long-term care and how these paths have been sustained over time.

Following an introductory chapter in which I explain the reasons for the marginalization of long-term care within national health policy making, I provide in-depth analysis of these case studies in policy divergence. I argue that contemporary policy differences between these neighbouring provinces cannot be understood in isolation from long-term historical processes. Focusing largely on the period from the 1960s to the 1990s, I emphasize that present differences in ownership are a reflection of the different constellation of actors, events, ideas and institutions that came together at critical junctures in time, and the lasting legacies that these early windows of opportunity for reform have had on subsequent rounds of long-term care policy-making. In each province, diverging ideas about the appropriate role of the for-profit sector in meeting the long-term care needs of an aging population rose to prominence on the political agenda. Over time, rigidities developed in each system, making it difficult for actors advocating for new directions in ownership to realize their ambitions.

In both provinces policies put in place at earlier times greatly influenced future political dynamics, altered the guiding principles of government departments and policy makers, provided incentives for different interest group formations, and led to contrasting public expectations about the proper balance of the for-profit and non-profit sectors in long-term care provision. I conclude this dissertation by arguing that its findings can contribute in important ways to present discussions about long-term care reform in Canada generally and about the future role of for-profit providers specifically.

"The Paper Chase: A Survey of Student Newspapers on Ontario Campuses in the 1960s" is a regional study of three University campuses in Ontario — the University of Toronto, Queen's University and Trent University — and examines each of these institutions' respective student newspapers, The Varsity, The Queen's Journal, and The Arthur as a primary source analysis. In broader terms, this thesis looks to theoretically historicize the themes of "life," "love," and "liberty" on Ontario campuses in the 1960s. Its central question is whether Ontario's youth experienced a cultural revolution like that portrayed in popular memory of the period, which profoundly appears in other sixties cultural interpretations in Canada and the United States. By framing student life through student newspapers' gamut, this thesis calls into question the lionization of some cultural decade elements. It determines students were, in fact, in some ways much more conservative in their outlook than earlier literature or the popular memory of the period suggests. History has much to say about students who rebelled. This thesis focuses on those who did not.

Rewiring the State: The Privatization of Information Technology in the Ontario Public Service (1972-2003)

Senior managers in the Ontario Public Service (OPS) and neo-liberal public policy advocates rationalize the privatization of Information Technology (IT) as an organizational quest for new efficiencies, specifically efficiencies imported from market economies. The findings of the research for this study indicate that IT privatization frequently results in inefficiencies, dependencies and a loss of core skills. The explanation for widespread IT privatization must be sought elsewhere.

This study researches and depicts two related IT developments. The first development is the evolution of IT privatization from the earlier practice of body-shopping, i.e. the hiring on contract of IT consultants to the more complex public private partnership. This evolution is a reflection of the maturation of privatization. Body-shopping informs the alienation of IT skills from the public sector, the shaping of a labour hierarchy based on skills distribution, and the foundation for the public-private partnership. The second development, the evolution of OPS management attitudes towards IT privatization, is a reflection of growing neo-liberal hegemony. Archival research indicates middle management disdain towards excessive IT privatization in the early 1980's; particularly its high costs, loss of skills and growing dependency on external private sources. late 1990's, parliamentary committee transcripts indicate IT management acceptance of more excessive IT privatization.

As neo-liberal practice became more accepted and as governments and central ministries pressured line ministries through budgetary and organizational controls, IT managers accepted their new roles as authors of RFP's and tenders of public sector work. The IT service providing industry gladly bid on contracts and acquired the new skills required for future IT projects, exacerbating the provision/dependency cycle. Furthermore, the new technologies provided an ideological smokescreen of technological necessity to conceal the market forces that promoted and benefitted from IT privatization.

"Why do managers in the Ontario Public Service privatize the production of Information Technology systems?" The dissertation has two tasks when answering this central question. First, it must refute the efficiency arguments. Second, it must formulate an answer within the context of neo-liberal state transformation, new investment strategies of IT service providing corporations and a restructured IT labour hierarchy.

Class Struggle and Solidarity in Neo-Liberal Times: The 1986 Gainers Strike

Abstract:

The lengthy and raucous 1986 Gainers meatpacking plant strike in Edmonton, Alberta was one of the most important events in recent Alberta labour history. In the midst of the economic crisis of the 1980s and the rise of neo-liberal ideas, the strike marked a backlash by both the labour movement and ordinary citizens against attacks on workers and unions. Characterized by widely covered picket line violence, repressive police and court actions, and government unresponsiveness, the strike generated massive solidarity within and beyond the labour movement. This solidarity originated in a rejection of the neo-liberal new reality of Alberta typified by high unemployment, anti-union laws and practices, and lack of government welfare support, and it generated a provincial change the law campaign, national boycott, and rising class consciousness. The working class mobilization during the Gainers strike was a watershed for the Alberta labour movement.

That '70s Strike Support: Labour, Feminism, and the Left in Three Ontario Strikes, 1972-1979

Abstract:

This thesis examines three Ontario strikes during the 1970s: the Dare Foods, Ltd. strike in Kitchener, Ontario, 1972-1973; the Puretex Knitting Company strike in Toronto, 1978-1979; and the Inco strike in Sudbury, 1978-1979. These strikes highlight gender issues in the Canadian food production, textile, and mining industries in the 1970s, industries that were all markedly different in size and purpose, yet equally oppressive towards working women for different reasons, largely based on the regional character of each city the strikes took place in. In Kitchener, the women's movement worked closely with the Dare union local and the left to mobilize against the company and grappled with the difficulties of framing women's inequality within the labour movement. At Puretex, immigrant women workers were subject to electronic surveillance as a form of worker control, and a left-wing nationalist union needed to look outside of the Canadian Labour Congress (CLC) for allies in strike action. At Inco, an autonomous women's group formed separate from the United Steelworkers of America (USWA) but struggled to overcome a negative perception of women's labour activism in Sudbury. Ultimately, these strikes garnered a wide variety of support from working women and feminist groups, who often built or had pre-existing relationships with Canadian and American trade unions as well as the left-wing milieu of the 1970s. This thesis uses these strikes as case studies to argue that despite the complicated and at times uneven relationship between feminism, labour, and the left in the 1970s, feminist and left-wing strike support was crucial in sustaining rank-and-file militancy throughout the decade and stimulating activist careers for women in the feminist movement, in unions, and on the left.

The Branding of the Prime Minister: 'Uncle Louis' and Brand Politics in the Elections of Louis St. Laurent 1949-1957

Abstract:

From 1949-1957, Prime Minister Louis St. Laurent was the face of the Liberal Party. Party branding was wholly devoted to his friendly, 'Uncle Louis' brand image. St. Laurent's image was manipulated and manufactured without public preconception, establishing the modern tactics of personal branding still used by his successors. This thesis studies the elections of 1949, 1953, and 1957, analysing photos, advertisements, speeches, archival documents, memoirs, newspapers, and other sources to show the development of Liberal branding strategy. It employs political scientist Margaret Scammell's conceptualization of brand theory, showing how marketers used emotional brand differentiators and rational substantive performance indicators to sell 'Uncle Louis' to Canadians. The Liberals used St. Laurent and branding tactics to win two massive majorities in 1949 and 1953, and the Diefenbaker Tories used those same tactics to defeat them in 1957. 'Uncle Louis' proved the effectiveness of personal branding and leader-centered campaigns in Canadian politics.

Struggling for a New Left: The New Tendency, Autonomist Marxism, and Rank-and-File Organizing in Windsor, Ontario during the 1970s

Abstract:

This study examines the emergence of the New Left organization, The New Tendency, in Windsor, Ontario during the 1970s. The New Tendency, which developed in a number of Ontario cities, represents one articulation of the Canadian New Left's turn towards working-class organizing in the early 1970s after the student movement's dissolution in the late 1960s. Influenced by dissident Marxist theorists associated with the Johnson-Forest Tendency and Italian workerism, The New Tendency sought to create alternative forms of working-class organizing that existed outside of, and often in direct opposition to, both the mainstream labour movement and Old Left organizations such as the Communist Party and the New Democratic Party. After examining the roots of the organization and the important legacies of class struggle in Windsor, the thesis explores how The New Tendency contributed to working-class self activity on the shop-floor of Windsor's auto factories and in the community more broadly. However, this New Left mobilization was also hampered by inner-group sectarianism and a rapidly changing economic context. Ultimately, the challenges that coincided with The New Tendency's emergence in the 1970s led to its dissolution.

While short-lived, the history of the Windsor branch of The New Tendency helps provide valuable insight into the trajectory of the Canadian New Left and working-class struggle in the 1970s, highlighting experiences that have too often been overlooked in previous scholarship. Furthermore, this study illustrates the transnational development of New Left ideas and organizations by examining The New Tendency's close connections to comparable groups active in manufacturing cities in Europe and the United States; such international relationships and exchanges were vital to the evolution of autonomist Marxism around the world. Finally, the Windsor New Tendency's history is an important case study of the New Left's attempts to reckon with a transitional moment for global capitalism, as the group's experiences coincided with the Fordist accord's death throes and the beginning of neoliberalism's ascendancy.
